The Lustigman & Blank staff has vast, years-long experience in managing complex cases concerning administrative law and human rights, and in representing individuals and organizations before authorities such as the Ministry of the Interior, Israel Defense Forces, municipalities, and the National Insurance Institute. We provide representation and litigation services in all tribunals and courts in Israel, including the Supreme Court sitting as the High Court of Justice, district courts, labor courts, appellate tribunals, immigration detention review tribunals, etc. The firm represents and collaborates with organizations and non-profit associations that protect human rights, such as Physicians for Human Rights, the Public Defender’s Office, HaMoked Center for the Defense of the Individual, MachsomWatch, the Jerusalem Institute of Justice, the Association for Civil Rights, B’Tselem, HIAS, Legal Aid, the Public Committee Against Torture in Israel, the Israeli Committee Against Home Demolitions, NRC, Amnesty International, etc. 

In addition, the firm operates in various areas of civil law, including torts (bodily injury, occupational and traffic accidents) and wills and inheritance. Atty. Tamir Blank is also a civil-law notary and provides full notarial services, including translation certifications, affidavits, etc.

Adi Lustigman

Atty. Adi Lustigman holds an LLB degree from Warwick University in England and a JD degree (with honors) from the Hebrew University in Jerusalem.  Since obtaining her Bar license in 2000, she has specialized in administrative, constitutional, and human rights law. Atty. Lustigman is in charge of visas, immigration and status, and constitutional law.

At the beginning of her career, Atty. Lustigman worked for about five years at HaMoked Center for the Defense of the Individual, a human rights organization, where she accumulated extensive knowledge and experience in administrative, international, and constitutional law. She conducted dozens of administrative appeals, petitions to the Hight Court of Justice, and legal actions in labor courts concerning national and health insurance issues, among others.

Atty. Lustigman handles hundreds of cases before the Ministry of the Interior and in appellate courts, administrative courts, and the Supreme Court.  In addition, she also deals in lobbying and influencing policy and legislative procedures, and she represents organizations before parliamentary committees at the Knesset.  Atty. Lustigman specializes in handling difficult and complex humanitarian cases, including those concerning persons without status anywhere in the world.

Atty. and Notary

Tamir Blank

Attorney and Notary Tamir Blank is a graduate (LL.B. and LL.M. degrees) of the Hebrew University of Jerusalem’s Faculty of Law, and also holds an M.A. in International Relations from that same institution. In addition, he completed a program of studies towards a B.A. in Arabic Language and Literature. Atty. Blank deals in administrative, constitutional, international, and civil law, and he leads the areas of civil and administrative law in the firm.

During his specialization, Atty. Blank handled complex cases concerning company incorporation, non-profit association management, and real-estate planning and construction. Upon his admission to the Bar in 2001, he worked at the human-rights organization HaMoked Center for the Defense of the Individual, where he handled hundreds of tort cases of clients who suffered physical injury or property damage. Subsequently he lived for a while in the United States, where he was admitted to the New York Bar and worked at a Los Angeles law firm specializing in immigration. In 2005 Atty. Tamir Blank established the Lustigman & Blank Law Firm with Atty. Adi Lustigman.

Atty. Tamir Blank is well-versed and experienced in administrative and civil law, and has experience in providing legal advice and legal opinions to organizations and non-profit associations. He handles hundreds of cases in labor courts and before the National Insurance Institute, the Ministry of the Interior, the Execution Proceeding Office, the Israeli Civil Administration (West Bank), the Coordinator of Government Activities in the Territories, etc.

Atty. Tamir Blank speaks Hebrew and English at native tongue level, is highly proficient in Arabic, and speaks Spanish and French with working proficiency.
